Jefferson County joined the Coleman Professional Services family in 2015. Named after President Thomas Jefferson, the county is 411 square miles on the eastern edge of Ohio and is home to over 65,000 residents.

Today’s blog post will highlight the services CPS offers there and the general challenges it faces, as well as, the ones brought on by COVID-19.

Jefferson County Services

Coleman offers nine unique services at its two Steubenville locations: 3200 Johnson Road (pictured above) and 740 N. 6th Avenue.

Counseling for Adults, Adolescents, and Children:

Outpatient counseling services for individuals and group settings.

Case Management for Adults and Children:

For those clients that experience severe and persistent mental illness.

Court Navigation and Re-entry:

The Court Navigator is in place to assist individuals involved in the judicial system with referral to Behavioral Health services as ordered by the Judge. The Re-Entry Navigator is to help those individuals being released from jail/prison in engaging in Behavioral Health services. Both services are intended to aid in the minimization of recidivism and to assist with gaining access to needed services.  

Psychiatry for Adults and Children:

Assessments of individuals with psychiatric and emotional difficulties. Psychiatrists prescribe medications as needed, monitor their effectiveness and any side effects. 

Guardianship and Payeeship:

Advocates for adults and seniors who are unable to make the necessary decisions to protect themselves and their assets.

24/7 Crisis Access:

Immediate help for those experiencing a mental health crisis. Coleman behavioral health professionals identify appropriate services, provide support, and make referrals to other programs.

Employment Services:

Finding jobs for people with disabilities. The mission of Coleman Employment Services is to help youth and adults find meaningful employment.

Residential Services:

Stable housing is an essential part of the recovery process. Coleman helps individuals find temporary and permanent housing to foster independence and build critical skills.

Visitation and Exchange Center:

Through education and monitoring, the Visitation and Exchange Center strives to prevent future generations from repeating the cycle of displacement and move towards healthier communication. The Center helps foster productive relationships with families while providing monitored visits, exchanges between guardians and coordinating services for the mental health needs for children and their families. This is also used to monitor parental exchanges for home visitation when the exchange has been problematic in the past.

Plans for the Second Half of 2020

According to Kristy Good, the Chief Officer of Coleman’s Jefferson County operation, they are moving forward with plans to implement a Crisis Stabilization Unit (CSU) on the eighth floor of Trinity Health System in Steubenville. However, there have been many delays in the project due to COVID-19.

Currently, there are ten open CPS positions in Jefferson County. Recruiting for these positions is somewhat difficult due to the rural environment of the county and the fact Steubenville is only 30 minutes from Pittsburgh.

Coronavirus Challenges and Opportunities

As with other healthcare operations, many CPS patients were resistant to coming into the office after Governor DeWine issued his stay-at-home order, which left their workforce with little to do. However, due to the swift implementation of telehealth services, the Jefferson County workforce was able to provide continued assistance to their clients.

Also, by marketing this new form of service delivery, they can reach a new population of clients that were not able to utilize Coleman’s services before COVID-19 due to transportation, childcare limitations, or work schedules.

Coleman has received a lot of positive feedback from clients and staff about the telehealth option. Clients are particularly grateful that Coleman is open during this difficult time.

In November 2017, Coleman acquired the assets and management of Turning Point Counseling Services. We were selected from eleven state-wide responses.

Since the acquisition, Mahoning County has been under the leadership of Tammy Weaver, Vice President of Clinical Services. She is responsible for program development, budgeting, staffing, community relations, and day-to-day operations.

A special thanks to her for providing much of the detail for this blog post.

Mahoning County Has Four Primary Services

Psychiatry

Assessments of individuals with psychiatric or emotional difficulties. Prescribers provide medications as needed and monitor their effectiveness, including side effects. 

Counseling

Outpatient counseling services for individuals and group settings. Our mental health professionals are assigned to meet the needs of every client’s service plan.

Case Management

For adults who experience severe and persistent mental illness. They receive treatment in individual sessions that provide ongoing assessment of needs, assistance in managing those needs, and the development of daily living skills.

Evaluation and Diagnostic Assessment

This process consists of gathering information to assess an individual’s behavioral health needs. Clinicians then determine the best service mix of mental health, addiction, employment, and vocational rehabilitation services to assist in recovery.

Logistics

Our phone number is 330-744-2991, and you will find us at 611 Belmont Avenue in Youngstown. While we are open Monday-Friday from 8 am to 5 pm for patients, we also have a walk-in Evaluation and Diagnostic Assessment Clinic for any Mahoning County resident every business day from 12-3 pm.

For those who walk-in, they will receive a COVID-19 screening questionnaire, be asked to wear a mask, and will have their temperature taken if a staff person is immediately available to see them face to face. If no one is available, they will receive a call later that day to schedule or receive a telehealth appointment.

​2020 Goals

Ms. Weaver and her team have three primary goals this year:

  1. Serve more individuals in Mahoning County by raising awareness of their services. They are doing this through TV ads, printed marketing materials, and online resources (i.e., our website, Mental Health & Recovery Board, this blog post).
  2. Open their 14 bed permanent, supportive living residential site by October 2020.
  3. Recruit and retain excellent staff.

Through the course of this year and most likely into next, Coleman Professional Services will highlight unique services we provide in our nine-county area.

Today’s blog post will focus on the four crisis services Stark County provides and how those services have changed with the COVID-19 pandemic. A special thanks to Chief Officer Michelle Smith for providing most of this information.

24/7/365 Crisis Help Line

According to Smith, the telephone number 330-452-6000 has been Stark County’s crisis line for over twenty years. Individuals can find this number on Coleman’s website, Stark County’s Mental Health & Addiction Recovery site, and through various community agencies. 

Trained and dedicated crisis center personnel also answer Stark County calls placed to the National Suicide Prevention Lifeline, Opiate Hotline (330-454-4357), and the COVID CareLine.  All in all, this help center fields roughly 6,000 calls per month. 

24/7/365 Crisis Walk-In Center

While telehealth visits are still available for those who do not feel safe traveling to our center at 2421 13th St. NW in Canton, we do have procedures to keep staff and patients safe during this time. 

All staff must have their temperature taken at the start of each shift and always wear a mask. When clients walk in, we take their temp, they are given a mask if they don’t have one and asked a series of COVID-19 screening questions. If they have a fever or answer yes to any of the items, they are moved to a private office for telehealth support by one of our counselors. 

We sanitize our common areas multiple times a day, and our assessment rooms after a CPS staff member sees each patient.

13-Bed Crisis Stabilization Unit

In August 2018, Coleman Professional Services started offering this service. The stabilization’s mission is to provide a place for individuals who do not feel safe at home. Each person can stay up to fourteen days with 24/7 nursing care. We offer individual and group counseling at this location as well. 

24/7/365 Mobile Response Teams

We have learned from national research that meeting a person that’s experiencing a crisis in their environment has a higher success rate as compared to coming into an office or center. As a result, Coleman has two mobile response teams to serve Stark County – one for adults and the other for youth – where licensed counselors arrive within minutes of your call. We help with: 

  • Family arguments
  • Feelings of isolation
  • Substance use worries
  • Coping with stress

Historically, we have averaged 100 assessments per month. It was slow once the stay-at-home orders went into effect, but since the beginning of May, there has been a steady increase in a request for mobile response services.
